Latest News on China's Rare Earth Magnet Export Restrictions

On April 4, 2025, the Ministry Commerce of P.R.China issued an announcement on the implementation of export controls on some medium and heavy rare earth related items. The announcement added export controls on seven types of medium and heavy rare earths, including samarium (Sm), gadolinium (Gd), terbium (Tb), dysprosium (Dy), lutetium (Lu), scandium (Sc), and yttrium (Y).

The types of magnets subject to control include samarium cobalt permanent magnets (such as samarium cobalt alloy targets, samarium cobalt magnets), neodymium iron boron permanent magnets containing terbium or dysprosium. And alloys, oxides and mixtures containing rare earth elements (such as gadolinium, lutetium, scandium, yttrium and other rare earth elements). These magnets containing specific rare earth elements are subject to export control. Operators who export the above items should apply to the State Council’s commerce department for an export license for dual-use items.

For products that do not contain controlled rare earth elements, such as ferrite magnets and alnico magnets, there are no restrictions in theory. However, the current customs system may misjudge due to policy adjustments, resulting in temporary detention or inspection delays. Some companies have successfully exported a small amount of magnets that do not contain controlled rare earths by air, but there is still uncertainty about sea transportation.

On June 9, a spokesperson for the Ministry of Commerce said: Taking into account the growing demand for medium and heavy rare earths in the civilian sector, we have reviewed applications for export licenses for rare earth-related items in accordance with laws and regulations. We have approved a certain number of compliant applications in accordance with the law, and will continue to strengthen the approval process.

The above is the introduction of whether China's rare earth magnets can be exported. China's current restrictions on magnet exports are mainly aimed at permanent magnet materials containing specific rare earth elements. According to the policy, conventional NdFeB magnets that are not resistant to high temperatures, ferrite magnets, AlNiCo magnets, and flexible rubber magnets can theoretically be exported.
